Does soft mortar always need replacing?

No. Sound traditional lime mortar should not be removed just because it feels softer than cement. The condition and loss of the joints need assessment.

Will repointing stop chimney damp?

It may address water entry through failed joints, but other chimney defects or internal moisture issues can also cause damp. The cause should be investigated first.

Will access equipment be needed?

Height, roof pitch, position and the work determine safe access. The quote should explain the access arrangements rather than assuming a ladder is sufficient.
